Starting with the analysis of the highway construction enterprises running actuality , combine with the trend of construction project to bigger in highway construction and contracting business,of professional work dividing into small,while requires more, this paper indicates the inevitability of the highway construction enterprises adopting Dynamic Alliance in engineering contracting business and engineering project management. The paper presents a detailed analysis of concept,nature,characters,superior and inferior position ,type of Dynamic Alliance,via comparison and analysis , points out the difference and relation among highway engineering contracting business Dynamic Alliance,engineering subcontract,subcontracting ,outsourcing ,strategic alliance and enterprise group. Highway engineering contracting Dynamic Alliance aims at selected engineering project,in term of having complementary advantages , concentrates preponderant management resources and power,overcomes the mutual weak links,so as to expand the enterprise borderline. Basing on the Dynamic Alliance model established under the same industry environment,applying analysis method of game theory,on the assumption to maximize the enterprise interests,this paper analyses the motive power of the Dynamic Alliance cooperate,point out the conditions of Dynamic Alliance quaing reasonable organization,from the point of view to scheme of resources and concord of power,paper analyses the theoretical foundation of the formation of highway engineering contract Dynamic Alliance. Also from economy of scale,economy of range,economy of symbiosis and integration of knowledge,this paper analyses the cooperation domino offect . Choosing appropriate union partners being foundation of Dynamic Alliance successfully operates ,this paper presents a four-stage model for choosing and optimization of Dynamic Alliance, dealing with the principle of choosing partners,means of evaluation, etc. Paper also presents some exercisable standards ,principle and process for establishing partner relations ,organization structure and so on. Every venture activity could be said to encircle interests under the circumstance of dynamic ,uncertain highway engineering project , the assignment of interests during operation of Dynamic Alliance is the inescapability problem. Thus, from the point of view to venture and interests , this paper presents the principle of assignment of venture/ interests and the method of assignment of venture/ interests based on contract management. Whether Dynamic Alliance being efficiency will determine a union success or not, the paper expatiates the functions of correspond mechanism,stimulate mechanism,group management and cross –cultural management to operation and management of Dynamic Alliance, points out to take quality culture as the organization culture of the Dynamic Alliance is a kind of stratagem choice.
