Study On The Material Procurement Countermeasure Of Highway Engineering In EPC Model

With the rapid development of construction industry in our country, the engineering contracting mode also with the constant improvement of project management is becoming more and more diversified and systematic.Because of the advantage in such aspects as the allocation of resources, comprehensive benefits and practice,the EPC general contracting mode is more and more widely used,is also actively pushing in the highway engineering project construction.Procurement as an important part in the EPC project management, throughout the coordination of whole project management, cost control, quality control, schedule control, plays a central role.However the highway engineering project due to its own characteristics and the complex environment in construction, the consumption of materials is very huge.And its purchasing cost accounts for a considerable proportion of the total construction cost.In recent years, because of the influence of market economy and policy, the price of building materials has been rising trends.Sometimes in a very short period may appear sharp price fluctuations,the price indeterminacy is high, which undoubtedly increased considerable difficulty on on the control of material procurement price cost.Enterprises in the face of construction material price fluctuations,only depend on the adjustments of the contract price are often remedy,not really reduce the risk of price fluctuations caused by the loss, and is also easy to bring the contract dispute. Firstly this paper which on the basis of the preliminary analysis in the EPC general contracting mode is mainly studied the characteristics of procurement, purchasing process and methods, as well as the procurement plan compiling of highway engineering in this mode.And by using dynamic programming thought,through the model method to study the purchasing strategies of the price fluctuations in discrete state,design a dynamic purchasing countermeasure model. Then by studying the evolution of price fluctuations, facing in purchasing period can grasp the timing of price changes and take appropriate purchasing countermeasures.To promote the problem of limited stage to general description and solution method,according to the different structure of material price compare the price expectations with middle price, set up the purchasing price countermeasure model in the condition of discrete random distribution respectively,determine the optimal strategies of path directly,design a purchasing price countermeasure model that can be applied to the EPC procurement plan and optimize it.At last, through the actual EPC general contracting project, Xiantong highway project,combine with its price fluctuation of what actually happened problems in the procurement activities,use the actual data into the case calculating. And verified the effectiveness of the optimal purchasing price strategies in this model,for purchasing cost reduction and control and reduce the risk of price fluctuation in procurement plan.To reflect more procurement advantage in EPC general contracting mode, and sum up some corresponding countermeasure under the price dynamic environment of EPC material procurement at the end of the article,which has a certain practical significance.
