Dynamic Alliance Project And Operational Mechanism

Engineering project management has been developing in recent years,the theory and management level of which have been greatly improved.With the engineering project market gradually standardizes and opens up,Chinese bidding projects to the world becomes more and more,so the increasing global economic volatility makes enterprises to face enormous risks and uncertainties.In such circumstances,the choice of management mode of engineering project becomes the key problem to the success of a project.This paper points out the deficiency of the traditional mode of engineering project management on the basis of sufficiency understanding of the project management status;by drawing on the idea of dynamic alliance,puts forward a new mode——engineering project dynamic alliance,and preliminarily studies the establishment process and operation mechanisms of engineering project dynamic alliance.Firstly,the paper identifies engineering project dynamic alliance by learning from the theories of engineering project management and dynamic alliance,and defines its concept,character,scope and life cycle, and analyses its formation mechanism through the theories of transaction costs,value chain and knowledge,and considers the same goal,mutual trusting,sharing of information,reasonable organization and effective communication as the influence factors;on the base of which,shows on a overall framework about the establishment process of engineering project dynamic alliance,designs a three-stage model of leaguers choice in accordance with the principles and steps of dynamic alliance establishment,then determines the optimal combination so as to build the organization management system of engineering project dynamic alliance,of which the enterprise capabilities,information technology and contract constitute the support operation platform;then,studies the operation mechanisms of engineering project dynamic alliance,sets up the behavior restraint mechanism,and makes a five-level system of conflict resolution mechanism applicable to the dynamic alliance,and in accordance with the principle——" sharing of risk and revenue ",builds the benefits distributive mechanism to get the distribution coefficient of dynamic alliance leaguers;finally,the paper explains the application of engineering project dynamic alliance through a case,and sums up the contents above,addresses the shortcomings and inadequacies of this paper and points out the direction of future research.
