Research On Policy-Making And Policy-Evaluating Of Hi-Tech Industry

With the rapid development of hi-tech industry, it has become a new growing point of economy in many countries since middle and later periods of the 20th century. The development degree of hi-tech industry determines a country's international competitiveness and status. Giving priority to supporting and developing hi-tech industry has already become a behavior of the government in many developed countries, and the functions and the behaviors in this respect have been institutionalized and legalized. The support of government's policy plays an important role in the development of hi-tech industry. So it is very significant for the developing countries to use the experiences of the world developed country for reference and make rational and effective hi-tech industrial policy. The thesis makes deep study on policy-making and policy-evaluating of hi-tech industry. Firstly, this thesis consults a lot of domestic and international research document related to hi-tech industrial policy, and defines the concepts and basic characters of hi-tech industry and its industrial policy. The thesis deeply compares and analyzes the policy-making state of hi-tech industry from the angles of policy system, policy institution and policy legalization abroad and at home, and then sums up the weakness of China's high-tech industrial policy-making. On this base, the thesis explains some relevant theories on policy-making of hi-tech industry, and carries on analysis in depth. Meanwhile, the thesis gives deep theory research on key problems to policy-making process, such as influencing factors, guideline, goal, principle, institution etc. Secondly, the thesis analyzes theoretical problems such as the evaluating motives, standard and model of hi-tech industrial policy. And the thesis systematically designs a policy-evaluating index system of hi-tech industry which includes principles on three aspects: policy result, policy efficiency and policy effect of hi-tech industry. According to the characters of hi-tech industry and policy-evaluating index system, the thesis establishes a kind of multi-attribute comprehensive evaluation model of hi-tech industry. The model has been verified to be scientific and practicable through case-study, so the thesis provides a quantitative evaluation model for policy-evaluating of hi-tech industry, which is scientific, practicable and be of universal significance. Finally, the thesis puts forward some guarantee measures related to policy making and assessment of hi-tech industry.
