Policy Performance Evaluation Research On High-tech Industries Of Jiangxi Province

A country’s standard of politics and economics depend on itsscientific and technological level because competition in today’s worldis that of comprehensive national strength based on science and technology.As the best representative and the important constituent of the level ofscience and technology, high tech and high-tech industry have become anew driving force of economic development in China while the governmentpolicy is important guarantee for the development of high-tech industry.Therefore, a full understanding of function and a scientific evaluationof achievement of high-tech industrial policy are needed for promotingthe further development of high-tech industry.Based on the related literature at home and abroad, this paper firstdiscusses the important role of high-tech industry theory and policy ofgovernment in the development of high-tech industries, and analyzes thepros and cons of the conduction mechanism and industry-policy evaluationmodels of high-tech industry. The following is an evaluation-from thevertical and two horizontal angle-focused on the effects of the overallimplementation of high-tech industrial policy in recent years in JiangxiProvince, using data envelopment analysis (DEA) and standard deviationmethod (SDM). The empirical analysis of this paper draws the followingthree conclusions.Firstly, the high-tech industrial policy in JiangxiProvince, in general, performs effectively, but not in the optimalcondition to promote the industry overall progress. To improve thecomprehensive performance of high-tech industry in Jiangxi province, themost effective way is to formulate a scientific and effective independentinnovation policy, so then the development of high-tech industry wouldget promoted. Secondly, HR policies lag behind and in Jiangxi provincehigh-tech industrial policy on funding scientific research institutionsand quantity of scientific research personnel are in the middle and lowerlevel of China, which covers the advantage of the fixed assets investment.So investment in these two aspects should be increased under the leadingof the government. Lastly, strength of existing policy is not enough andthat of development policy on encouraging industry is weak and instable. So at the end of the paper, according to empirical conclusion, policysuggestions, from the three aspects, on the deep development of high-techindustry of Jiangxi province were put forward.On the basis of the development level of hi-tech industry andperformance evaluation system of policy related industrial indexes, thisessay, using data envelopment analysis (DEA), combines with the relevantdata to study policy performance of high-tech industrial of JiangxiProvince-the underdeveloped central province, and puts forward somerelated countermeasure proposals. The results of the research in thispaper will provide valuable preferences for the development of high-techindustry in domestic underdeveloped areas and the leading role of thatin regional economic development.
