The development of market economy and promotion of the economic globalization have brought unprecedented opportunities and challenges to building enterprise of our country. Besides, the appearance of the knowledge economy has put forward the new request for the organization, management, innovation of the enterprises too.Influenced by such factors as planned economy, traditional management mode of industry, region conditioned, the building enterprises of Qinghai having fallen in the" great and complete, small and comprehensive" form of enterprise development. And their competitive powers are weakened. Against this question, the author thinks, the enterprise should choose the development strategy of specialization. That is. do good jobs of goal market orientation, adjust the structure, make the most of the talent, technological advantage, and occupy the leading position in a certain goal market.According to basic analytic framework of corporate competitive strategy, by the analysis of the inside and outside environment factors that Qinghai JiaXing Building Company is facing to, combining enterprise the advantages of oneself and making a reservation of the carrying strategy, this paper comes up with the strategy of cost lead based on concentration as the most suitable strategic choice according to the strategic objectives of development to company. Against the characteristics of Qinghai JiaXing Building Company, the author thinks, the company should take series of measures that include restructuring organization, improving HRM system, upgrading science and technology, advancing marketing capability, and developing corporation culture etc., in order that the company could reduce operation cost, attain effect of scale economic, then promote the enterprise developing better, based on the particular subdivision market.The paper and its conclusion mean greatly to construction enterprises that implement and enforce competitive strategy, especially to those small and middle sized businesses located in western areas of China during the course of economictransformation.
