Research On Property Right Reform Of Daqing Petroleum Administration Bureau

Along with the further development of market economy, the state-owned enterprises gradually present a lot of system drawback, Property right reform have already not only become the inevitable trend of the state-owned enterprises'development, but also become the most important content of the economic system reform. The modern enterprise system, that regards share system as the principle and the efficient corporate governance structure, now becomes to be the direction of state-owned enterprise reform. Daqing Petroleum Administration faces tough conditions after its independency, to improve itself to participate in the market competition, and to be the experimental unit of CNPC, the property reform would become the core work of its development. So the research on shares setting and ownership structure become much more meaningful. This paper is divided into four parts. In the first part it introduces current situation of the property right reform of state-owned enterprises in our country, describes the research work in both the western countries and our country, and summarizes the main content of this paper. The second part mainly focuses on the theoretical analyses and discussion. It first summarizes the theory of property, property right, commission, etc. Then, through the analysis of the interrelationship and developing trend among them, it reflects that the purpose of clear and multidimensional property right is to decrease the transaction expenses and the commission cost, improve the company management structure and finally set up the modern enterprise system. It also discusses the main contents and the basic model of the property right reform. In the third part, this paper begins with Daqing Petroleum Administration's reform environment, assets capacity, property right structure and running condition, then, summarizes its current reform state, and finally, according to the state-owned enterprises reform requirements, mainly points out the problems that need attention and need to be solved during Daqing Petroleum Administration's reform. In the fourth part, the theory is combined with the practice. Refer to the problems that need to be considered (clear property right, property right connection, input of the outside resources, inside share holding, level off of the company management, etc.), the paper presents the suggestion on the property right reform target model, the property right connection model, the effective company management model and the effective financial management model from the macro-perspective. In the last part, it conducts further study on the property reform related problems of Daqing Petroleum Administration and puts forward the according measures.
