As a new economic era taking more educated, informationization, networking, digitization as characteristic in the 21st century, the international competition is fiercer and fiercer, and the international competition is talents' competition in fact. The human resources, as a kind of unique resource, the position and function in social economic development are conspicuous day by day, and the human resources are only develop and fully and effectively utilized, can just produce direct and even decisive function on socio-economic development .Though there are abundant human resources in our country, have to admit, the whole quality of the human resources of our country is still not high, manpower resources development level still relatively low, western minority area human resources are especially anxious to develop.Chongqing southeast ethnic mimority area regarded as Chongqing a special economic area of city, through the extensive development for poverty relief, most people have got rid of the poverty, the living standard obviously improves. But because the natural conditions in this area are relatively bad, it is low to develop the starting point, infrastructure and backward in technique, economy social development level compare with the masses of the nationality district have greater disparity. It knows to the importance of manpower resources development uncompletely or has certain understanding, the development of the human resources is still at preliminary stage , has restricted the sustainable development of this regional economy society seriously.This thesis regards dialectical materialism and historical materialism as guidelines, use manpower resources development and regional economic development basic theories , combination of thoery and practice and comparative analytical method, have analyzed the current situation and existing problem , advantage and restriction factor of Chongqing southeast ethnic mimority area manpower resources development deeply, and explore measures of Chongqing southeast ethnic mimority area manpower resources development and basic mode with this, reach the research purpose that by turning the local natural resources advantage into the realistic economic advantage through Chongqing southeast ethnic mimority area development of human resources.Ithink : Because the southeast ethnic mimority area of Chongqing is limited by subjective and objective factor, the human resources are great in quantity , quality is on the low side, the structure is unreasonable, the manpower resources development level is low. Chongqing southeast ethnic mimority area manpower resources development must accord with local reality , fully utilize various kinds of advantages, adopt countermeasurs such as changing concept , deepen the understanding; Widen the investment channel of human resources ; Structure the pluralistic educational pattern; Adjust the industrial structure, increase employment opportunity ,etc.
