The Countermeasure Study On Promoting Theconstruction Of Shaanxi Apple Industrial Belt

Apple is one of the fruit-tree species with large production area and abundant yield in the world, having great potential space on the international market. China is the largest apple producing country and important apple exporter in the world. Since entering the WTO, Chinese apple and its processed products, especially the apple juice concentrate, have showed their obvious advantages in the competition on the international market. In order to accelerate the development of apple industry, one of the advantage agricultural products, our country has set up a scheme to develop the apple preponderant areas and has identified Shaanxi Province as the apple preponderant industrial belt of China. This scheme requires Shaanxi to speed up the construction process and make every effort to make Shaanxi become one of the biggest and strongest apple industrial belts around the whole world. Apple industry is the backbone industry of Shaanxi rural economy and one of the advantage industries of national economy as well. After several years continually constructed, Shaanxi apple industry belt has had the scale advantages and development level. However, according to the target request of constructing the apple industrial belt issued by state and the strategic aim of enlarging and strengthening the apple industry issued by Shaanxi province, there still exists a lot of problems in the construction of Shaanxi apple industrial belt. Undertaking the countermeasure study on promoting the construction of Shaanxi apple industry belt will provide the scientific basis for Government to make the proper decisions and will play an important role to instruct the apple industry belt construction. This article contains the first step of field investigation and the second step of analysis process as well as the last step of conclusion. The author goes to the apple production bases, storage enterprises, processing enterprises, and the export trade enterprises to take the filed investigation on current condition of Shaanxi apple development and then get the clear idea of Shaanxi apple's position in the whole country as well as in the whole world. With referencing to the effect factors and the development regulation theory of the agriculture products industry belt's formation and development, the author fully analyzes the reason for Shaanxi apple industry belt formation and the restriction factors to the Shaanxi apple industry belt construction. The author also draws lessons form the experiences, approaches, and inspirations of earlier agriculture products industry belt construction at home and abroad, and then proposes the suggestion and measures to promote the construction of Shaanxi apple preponderant industry belt. This article has certain originality because it proposes the Shaanxi apple industry belt development is in the transmit period from "expanding period"to "coordinating period"for the first time and it proposes the pilot implementation of the policies in the apple industry development, such as adjusting financial support structure, increasing the financial support, agriculture insurance, reasonable tax, improving the land circulation rationally and so on. It also proposes other measures such as accelerating the ban-remove of exporting Shaanxi apple to international market, registering and certificating the export orchard, setting up the non-epidemic area of apple, government guiding the fruit growers to develop the material base for apple concentrate juice and processed products.
