Study On The Restrictions And Countermeasures Of Developing Shaanxi Apple Industry

The development of Shaanxi apple industry was start at the late stage of 80s of last century. After 20 years unremitting hard working, the fruit base building and apple industrialization made considerable progress. At present Shaanxi is one of the biggest apple producing provinces as well as the apple preponderant industrial belt in China. Its area and output of apple have been up to 10% and 15% of whole world respectively, occupying an important status in the apple structure of world. Actually, the total output in Shaanxi has exceeded over the other apple producing countries in the world, such as America etc. and the apple industry has become the backbone industry of national economy of Shaanxi and the enrich-farmer industry as well. In order to enlarge and strengthen this industry as soon as possible, the party committee and the government of Shaanxi Province have successively issued a series of decisions, suggestions and policies on speeding up the development of apple industry and proposed the strategic objective of the famous brand in the world.In the new historical conditions, to enlarge and strengthen this industry, there are also some urgent problems and many new challenges in construction of large-scale, international industries. Therefore, carefully analyzing the restriction factors of Shaanxi apple will provide the government with the objective basis to set up the reasonable macro-economic polices for promoting the rationalization of its structure of production and trade. It will also be helpful to instruct the local growers how to face the world market to take the activity of production.In order to scientifically and correctly study the restrictions and countermeasures of developing Shaanxi apple industry, this thesis firstly studied Shaanxi apple industry development history and it's character. It takes fully analysis to Shaanxi apple's development history and present situation. And then analyzed on Shaanxi apple's role in industry development pattern both in China and the whole world. Secondly, in the new historical conditions, how to enlarge and strengthen this industry, there are also some urgent problems and many challenges left to us. The restriction factors and countermeasures of developing Shaanxi apple industry were sum up. Finally, Combination of apple industry development prospects and advantages ,research and proposed the suggestions and countermeasures how to speed up the development of apple industry.This article analyzed and summarized the industry's constraints based on problems existing in the development proceed of the apple industry: 1.A serious shortage of inputs. The average per mu put only 40% of the funds required when production of high quality export apples.2.Weak infrastructure. In Most orchards in our province, irrigation facilities outdated, Orchard road in poor conditions, lack of refrigeration chain transport facilities, Logistics system is not perfect.3.Low level of standardization of production. There is still no substantive breakthrough on standardized production in orchards in the province, and have more room to improve in orchard management.4.The low degree of organization. Cooperative economic organization is in small number of the province's fruit industry, and makes a weak leading role on farmers.5. Inadequate technical extension system. Shaanxi has not established specific farmers training institutions and systems; Fruit technology promotion agencies are not perfect.6.Processing enterprises obvious advantage of economies of scale. Leading enterprises is in small number and scale.7.Market system is not perfect. Government guidance and market development services should be further enhanced; Marketing Idea is unsound of enterprise, lack of qualified personnel to develop the international market.8.Low storage capacity. The speed of cold storage building in Shaanxi far behind the pace of output growth Apple, currently Apple's atmosphere, cold storage capacity of Apple's production only accounted for 11.41%, therefore difficult to ensure the apple's storage effect.To solve these problems, this thesis put forward some specific measures and suggestions to enhance and accelerate Shaanxi apple industry development. Strengthen, rationalize authorities administration in fruit trees of provincial and municipal and fruit technology extension and service of county and township.4.Promote industrialization. Strengthen the apple industry and technology support system; established apple technology association, guide enterprises and farmers form apple trade association, production association and other organizations. 5.Strengthen the regulatory system.
