On The Speeding Up The Development Of The Western Region Economy With Characteristics

The tendency of discrepancy between East and West of China is still on its way, regardless of 5 years' development of West China. Besides the factors of resources, regional location, historical conditions and local soft environment conditions, one unavoidable factor lies in the homostructurization of the industrial structures in the west region and thus the deficiency of enterprises. This factor is saliently presented in local aimless investment and low-level overlapping construction; competitive reintroductions of projects; and finally the deficiency of productivity caused by unhealthy industrial structures such as "big and all' and "small and all". Some regions of West China seldom take local advantageous factors and thus the difference between cost and benefits into consideration when they are developing the local industries. It is quite harmful to the development of local economy that the economic structures and industrial modes of other regions are just simply imitated and copied without deep consideration. The philosophy of regional location and the classic theory of trade stress the economic structural system with comparative advantages in which local economic development efficiency can be improved. The comparative advantage is the prerequisite to determine the local economic development and making good use of advantageous resources can lay some foundation for local economic development. However, it is not enough for economic development to rely solely on comparative advantage, which should be realized in competitive advantage.The key to regulate the relationship between exerting the comparative advantage and obtaining and nurturing competitive advantage lies in how to turn thepotential advantage of local resources into the real economic advantage. This article thinks the best way is the characterization of local economy based on comparative advantage. The process of local economic development is the process of acquiring economic benefit through making use of local advantage and conditions to form the industries or industrial groups with competitive advantage.The first chapter of this article illustrates the meaning of local economy with characteristics and thinks that the local economy with characteristics is such an economic mode that can obviously embody the comparative advantage between different regions, turning it into products and industry with different advantage, forming market competitive advantage and bringing abundant benefit to local regions. In addition, chapter one also systematically dissertate the features and structures of the local economy with characteristics and offers some theoretical analysis of the local economy with characteristics with some related theories of regional economicsThe second chapter of this paper discusses the present situation and basic guidelines of characteristic economy's development in western China. Both of the advantages and disadvantages for western China to develop its characteristic economy are covered in this chapter. Under the present circumstance in which the problem about economic structure is serious, the development strategy for characteristic economy in western China is put forward, starting with optimizing industrial structure.The third chapter makes a deep analysis about how to choose characteristic industrial groups in western China. Beginning with analysis of what marks western feature in agriculture, husbandry, tourism, energy industry and industry, this chapter discusses the development of characteristic industries in typical provinces, and ends with the explanation for those leading industries every province (city, section) needs to develop with great efforts.
