There are many kinds of alliance and as one kind of it, skilled strategic alliance is formed by some companies with their special technology. Since the reforming and opening of China, many companies have developed much in fetching in finance, advanced technology and so on. But there are very large gaps between foreign company and domestic company in management, technology and innovation. So it is very essential to research the skilled strategic alliance. The article studies the factors of affecting electronic commerce and strategic alliance performance and their function mechanism. And this study is one part of the project approved by NSCF. Based on the pilot study, the article studies the domestic companies who build skilled strategic alliance and adopt electronic commerce .And with the data of large sample, the article studies the structure of variable of electronic commerce and alliances performances. Moreover, the relation of electronic commerce and strategic alliance performance is studied. This article adopts demonstration research method. After checking the international and domestic documents of relative content, the appropriate measures of electronic commerce and alliances performances are picked up. Five-point Likert Scale are used to grade these measures. After the pre-test by expert, the questionnaire for pilot study is formed. The object of the pilot study is to simplify the small sample's data and find the basic structure of factors. In virtue of the exploratory factor analysis and reliability analysis, the pilot questionnaire was modified and the formal questionnaire was developed. In the survey of the second phase, the samples involved over 1000 enterprises all over the country. After reliability Analysis secondly, we confirm that the measure system of electronic commerce and alliances performances have high reliability. The three-dimensions structure of electronic commerce is validated and the three-dimensions structure of alliances performances is modeled rightly and the formal questionnaire has good reliability and validity. SPSS10.0 and Amos4.0 are applied in this part. In this article variable of three-items electronic commerce (network-technique, network-management and network-market) is constructed. With the AMOS4.0 useful in path analysis and hypothesis testing, this study estimates the structural equation model and draws conclusion that in skilled strategic alliance, electronic commerce can advance alliance performance .With the further research, it is clear that in skilled strategic alliance, electronic commerce affects significantly the three dimensions of alliances performances competence advance, technique innovation and scale effect. The conclusion of this study will be helpful for domestic companies to building and managing the skilled strategic alliance and it suggests that when building strategic alliance, domestic companies should pay more intention to adopt electronic commerce. Meanwhile being conformed in this study, the indicators of electronic commerce and alliance performance are helpful for future related research.
