With the establishment and gradual improvement of the technological innovation system in industry and the increase positivity and initiative in the enterprise technological innovation, the development of technology in building industry has been on an unprecedented prosperous look, and a series of new construction technologies has been developed and put into use. But, the implementation of new construction technologies is a "two-side sword". On one hand, it can produce remarkable progress both in economic returns and social benefits, thus promote the economic growth. On the other hand, because of the unripe aspects and risks of the technology, it can also have such negative influence as unbalance in ecology, exhausted resources, safety trouble in architecture and the loss in ethics. Therefore, a relevant mechanism in technology assessment must be established and improved so as to analyze and assess the positive and negative effects of the technology in an all-round way, and make the new construction technologies serve the society better. Proceeding from the benefit of the building industry and the whole society, from the points of social and economic development and from sustainable development theory, this paper, combined with the assessment system of the architectural technology, establishes the assessment model of the new construction technologies and relevant assessment method as well as indicator system. The paper mainly includes the following five aspects: Part I introduces the theme. Proceeding from the point of innovative management of the new construction technologies, the paper analyzes briefly the various problems emerging in the development of the architectural technology, and then introduces the assessment of the new construction technologies. Part II defines the assessment subjects and analyzes the basic theory of assessment. Proceeding from the development of the construction, the paper surveys the problems emerging in the development of the architectural technology, defines the technological assessment subjects——the new construction technologies, and discusses the basic theory of the assessment——the sustainable development theory, the lifecycle theory and the comprehensive analysis theory. Part III establishes the assessment model of the new construction technologies. This dissertation analyzes the present assessment system of the construction technologies, points out things that should be improved and developed, and then analyzes the establishment of the assessment institution system, the procedure system as well as the assessment method system of the new construction technologies. Part IV establishes the comprehensive assessment indicator system of the new construction technologies. According to the designing principle of the technology assessment indicator system, the paper establishes the assessment indicator system of the new construction technologies using the Delphi method and the AHP method, and then makes the relevant design of the indicator weighting. At last, the paper makes demonstration analysis. Exemplified with the two energy save technology in buildings in Chongqing ——aluminum windows and plastic windows, the paper analyzes the two technologies by the fuzzy comprehensive assessment method, proves the feasibility of the indicator system, achieves a result of the comprehensive assessment, and brings forward the propose in choosing the energy efficiency technology in windows based on the assessment results.
