Research On Comprehensive Development Of Air-Area Economy In Yubei District--The Chongqing International Airport Surrounding Area

Recently some comprehensive development zones backed up by airports have emerged gradually in some large cities in the world. As a new type of cites, these airport cities have placed emphasis on the policy guidance, industry selection, and city planning first in the strategy of development and establish proper implementation system, etc. Just in this area, some special economic development type, called as "Airport Area Economy", has progressed through the new germination into the reality. With the development of economy and the improvement of the people's life, the civil aviation flies up and the scale is larger and larger, which have strong role in promoting the development of economy and district. How to exert the advantage and promote the development of the related areas, is a major economic task for the local government and enterprises. The economic globalization movement has strengthened the market competition. So it is essential to consider how to take advantage of the merits of "Airport Area Economy" and make use of them to enlarge the local economy. This is not only the question for the leaders of airport area local government, but also for the economic theory researchers. There is not enough research data for this area and this research has just been brought out in mainland of china, although the condition is better in some degree in overseas. The "Airport Area Economy" is the same concept as "Abuttal Airport Area Economy" and this concept has three standards including: The first is airport, which shall have some degree of the guest amounts and goods amounts; the second is local city, which shall have developed into some advanced degree for its economy; the third is the enterprises, which shall supply the enough jobs for the workers. If any one of these standards cannot be reached, the "Airport Area Economy" shall be restricted.This thesis comprehensively reviews the concept of the "Airport Area Economy" and the development background firstly, introduces the development state and research state in mainland. This thesis has paid moreattention to the planning for the "Airport Area City", including the construction background, theory framework, guidance, etc, which can guide the development and construction of Airport Area City. Six strategies have been generalized for the Airport Area City through the research results, and they can be described as sustainable development strategy, traffic first strategy, industry structure first strategy, economy centralization strategy, local economy unity strategy and residual worker consumingstrategy.By the reference of regional economics and systems engineering, this article first of all overviews the macroscopic background of the air-area economy development, and then studies the overall development of the airport and its surrounding areas and analyses the regional levels influenced by the airport, the centralization of the correlation industries, and the function levels of the comprehensive development of the airports surrounding area. On the basis of this, this article makes an empirical study for the comprehensive economic development in the Chongqing international airport surroundingarea--Chongqing Yubei District. After analyzing both the extrinsic and intrinsicadvantages and the restricted elements of this district, the author advocates a blueprint to construct "an Advanced Economic District on the upstream of the Yangtze River ", which combines the author's suggestions for the guiding principles, target orientation, regional arrangement, major industries and the tactics and measures of the comprehensive economic development of Yubei District as an airport surrounding area.
