Construction projects invested by Government ("government projects"for short) play a significant role in the national economy development and the national strategy. How to manage the government-invested construction projects successfully is seriously concerned around the whole world, especially for China at present. The fast progress of urbanization and great demand for infrastructure in China provide a huge market and potential for its construction industries, but also challenge the Government's capability of construction project management. Based on the literature review and actuality survey, the dissertation analyses the current problems of project management in the government-invest construction projects, then indicates that the current management system within the government for government projects is the root of the main problems. Observed at a general view, the government projects under the current management system are devoid of the scientific, professional and systemic management methods of construction projects. Although project management approach is introduced into some projects, it's practiced at the level of single project with the traditionally isolated way that is unable to deal with the relationship among the projects or between the projects and the government's strategy. However, with the fast development of world's economy and technology, more and more government projects emerge the status of being a group or programme. It's obvious that traditional simple project management method for single project is unable to manage this kind of projects. This is chanllenging us to innovate the project management mode to improve the project management effectiveness. This dissertation makes a comparative study between China's and overseas'management system for government-invested construction projects as well as the three reformed modes in the domestic. On this base, combining the successful experience that enterprises brought the organizational project management theory into use, the author puts forward an argument of constructing a multiple project management system for the government projects aiming to improve Government's project management competency wholly. The typical problem currently is that the government projects have been administrated by multiple function departments but none of them take the actual responsibility, therefore the real client is lacked in the government project management, and this is associated with unprofessional construction management and unclear government function. In this case, this dissertation suggests changing the functional organization for government project management into the matrix project management organization, thus separating the projects management task from the original function departments or the "one-off clients"and constructing a special management system for all local government projects. This system consists of three levels of management functions in the Government as an organization, i.e. decision-making level, execution level and operation level and two organizations, i.e. the Project Strategy Management Committee (PSMC) corresponding to the decision-making level and the Project Management Execution Organization (PMEO) to other two levels. Project implementation is the most important chain in constructing this scientific, effective and professional project management system. Therefore this dissertation also discusses the establishment of the professional and separate execution organization of project management, as well as the project implementation programme, so as to promote to form the complete management system by defining the requirements in the reform of government project management mode.
