In order to perfect the land reserve system and strengthen land management, this article researches the construction and operation of unified regulation city land reserve institution (hereinafter simply named unified land reserve institution). It mostly include theoretical analysis, financing system design, risk discovery and risk prevention. First of all, the article analysis the modes and characteristics of land reserve in and out of china, and study the functions of land reserve, and existent problems of land reserve in china, and put forward the constructing conceive of unified land reserve institution. Using demand and supply theory, transaction cost theory, resource distribution and market failure theory, etc, the paper discuss necessities of constructing the unified land reserve institution. It thinks establish unified land reserve institution have benefit to solve the financing problems in land reserve and to improve the efficiency of land reserve. Secondly, the article systemic analysis the financing methods and running modes in the unified land reserve institution. After analysis the present situation of financing and the existing problems, it discover that if want to resolve the capital problems in land reserve running, the unified land reserve institution should establish financing system. The system includes exterior and interior financing channels. For this, the unified land reserve institution needs to seek government supporting for one hand, and actively make use of external capital market for another hand. In the external financing, it mostly involves trust, corporation bond, mortgage bond, BT, and so on. Basing of these, the article designs the running flow for every financing method. At last, the article studies the risks which exist in the operation process of the unified land reserve institution. Through the studies, I find out some causes and characteristics of risks, and classify them from exterior and interior. Base on the works, the paper brings forward some measures of decreasing the risks. For example, perfect the system of investment and financing, realize the economic environment, the city's overall planning and some area detailed planning, speed up the land legislation, etc. Following these, the author use analytical hierarchy process to design the evaluation procedure for measures'essentiality. This article is based on the practice of Chongqing Land Properties Grope feasibility investigation. Combining the current situation of land reserve and interrelated economics theories, the views are brought forward, so they have preferable theoretic feasibility and practice feasibility, and have important reference value for constructing the institution of land reserve.
