Under the first round of GATS negotiations, every country of WTO has scheduled the commitments of market access and national treatment for each of the four modes of supply, included the commitments in individual service sectors that are of interest to them and the commitments horizontally across all service sectors. However, these commitments have been highly imbalance across the different modes of supply. In particular, liberalization has been strikingly limited in the case of the movement of natural persons (also referred to mode 4)。In order to effectively promote services trade and address the interests of developing countries, the ongoing round of GATS negotiations must aim at liberalizing the movement of natural persons. Promoting the liberalization of natural persons can't leave GATS going on alone between several or a lot of countries, which only can make the restriction of the movement of natural persons among every area more various. In order to promote effectively the liberalization of the movement of natural persons, the developing country must speak all with one voice and put forward some substantive measures in the next round of negotiation to improve current situation of the movement of natural persons. This paper has investigated the mode 4 in service trade, studied the barriers of the movement of natural persons, analyzed the active economic influence on developing countries resulting from the liberalization of the natural persons, put forward finally some relevant policies to advance the process of the mode 4 under the GATS.
