Enterprise's competition is the human resources competition in the final analysis. Along with the globalization integration and the economical time arrival, the enterprise is facing the unprecedented opportunities and challenges. And then, how to develop a good performance appraisal system for enterprises to attract and detain talented person, and help them to develop their potential becomes the key for the modern enterprises to be successful. Simultaneously, it also becomes the new task of the modern enterprise human resources management.The DongFang High-tech Development Limited Company is the middle and small scale privately operated machinery enterprise in Hunan, it has bigger development space, but its human resources management of this special nature enterprise is irregular and it has created the barrier for enterprise's development. Through use modern human resource management theories, the author hopes to analyze its present situation and main problems. In this dissertation, the author used several performance appraisal methods, such as the Key Performance Indicator Method, Graphic Rating Scale method, Forced Distribution Method, Alternative Ranking Method and Illegibility Appraisal method and so on. The basic method, KPI is used as the foundation and be impenetrated in all of the performance appraisal methods. Different methods are be used in different rank stuff's performance appraisal. Moreover, the entire feedback procedure of performance appraisal system has referred to the 360 feedbacks mechanisms, and further revises the performance appraisal system plan for ensuring that the company's performance appraisal be implement correctly and can exert its positive function for the company's human resource management.
