With the development of economy globalization, the enterprises competition is increasingly getting tough, the role of Human Resource management is becoming outstanding. The performance appraisal system is becoming an important part in Human Resource management.Based on advanced BSC's idea and 3K theory(KPI,KO&KSA) in modern performance appraisal, the paper investigates and analyzes the performance appraisal system's status of Hunan OmniSun Information Material Co.,Ltd(OIM). Aiming at the feature that OIM is a typical high-tech enterprise and most employees are knowledgeable, combined with existent problem and causation analysis of the performance appraisal presently in OIM, the paper proposes strategies to build performance appraisal system and presents a relatively scientific performance appraisal system that will best suit OIM according to the management theory. It is wished to contribute to OIM's strategic goal to be the first-class enterprise in the world in 2008.First, the paper illuminate the investigation's background, significance and the importance, methods and attentive issues of performance appraisal. Second, investigate and analyze current status, the employee team and behavior characteristics of OIM, indicate the necessity of performance appraisal system. Third, combined with the feature of OIM, consider the selection of appraisal methods, appraisal index, as well as the weight and standard; emphatically discuss the performance appraisal system and conduct flow. Fourth, suggest accompanying measure related to running the performance appraisal system.The feature of the paper is to design the scientific performance appraisal system by BSC's idea and 3K theory, confirm the index and weight according to AHP method, combined with OIM's fact, then to analyse the performance appraisal quantificationally and scientifically, enhance applicability and scientificity of the desiged system.
