| Hulun Buir is a multi-national area that is located in landlocked borderland, resources and geo- advantage are very outstanding . But because of the history , reality, a great deal of objective , subjective reasons, its development lags behind relatively; And, in the past ten years, the proportion of total supply and demand to the whole district has glided progressively . This text bases on reality, to a longer one developing stage of this area (1978-2003 years and nearly 25 years, involve 5 five-year-plan ones) carry on retrospect, and study and seek the backward reason from the subjective respect mainly, summarize the experience and lessons , has put forward some relevant countermeasures and suggestions.This text is divided into five chapters and a preamble.
