Since 1980's, industry cluster causing the people's deep concern because of it's success and advantage.China builds up numerous development areas since 1990's, however most of the development area's structure is inclined to sameness, the phenomenon of repeated construction is very seriously. The direct reason of "enterprise cluster" is special land and tax policy of development area. Therefore, this kind of industry cluster is the blind action of enterprise, not the real meaning of industry cluster. Thus, it is of high theoretical and practical applying value to endeavor to explore the practical value of applying industry cluster theory in China, and study inner economic laws of development area through this new kind of organization form, from it to seek China's competitive advantage of industry.In addition to introduction, the full text is divided into three parts:The paper starts with analyzing competitive advantages of industry cluster, and then comes to the source of these competitive advantages, and also their forming mechanisms and outside forming conditions.Secondly, it studies on the present condition of China's development area and explores the practicability of building industry cluster in the development area under government leading. Holding the view that a few development areas have some rudiment characteristics of industry cluster, But many development area still not form a genuine cluster.Finally, it put forward advances strategy countermeasures to develop development area's cluster and provides fundamental operation thoughts for its construction. It proposes that the construction of industry cluster simply from government policy perspective is insufficient, Inside mechanism of the industry cluster is more important factor.
