Studies On The Formation And The Development Of Chinese Seed Industory And Its Science And Technology

Seed is the most basic means of agricultural production; the seed industry has a bearing on the sound development of national food security and agricultural production level. On basis of the new historical stage of China's economic system with Chinese characteristics and background, this study analysis China's seed industry on the formation and status of various kinds of business during the system, the relationship between technological progress and development of the seed industry, as well as the existing problems during the development of seed industry, explores China's seed industry development trend, and even put forward the countermeasures to bring Chinese seed industry into the world, combined with foreign advanced experiences on development of seed industry.Chinese seed industry has gone through four stages for the formation and development, including assessing,propagating,preserving seeds by farmers, supplemented by swop;choosing,propagating,preserving seeds by farmers, supplemented by transfer, in the premise of organized by government; the success of breeding and promotion of hybrid rice, the establishment of the system at all levels of state-owned seed companies, the implementation of regional distribution of species,specialized seed production,mechanized seed processing,sanitation of seed quality and providing seeds united based on the county as a unit; the formulation and implementation of《Seed Law》,the opening of seed market, the primary formulation of seed industry system with "breeding,propagation,promotion"integrated,and the innovation of seed industry system. Each stage of the development of the seed industry is based on scientific and technological progress, such as the success of utilization of heterocyst for rice,maize,broomcorn, the establishment of seed industry system named "four integrations and one provision" and professional seed companies to make the seed become a commodity; at the beginning of this century, as China's accession to the WTO,the implementation of《Seed Law》and the protection system of Varieties rights and high seed technology, Chinese seed industry has transformed from a planned economy system to market economy system,begining the practice with international seed industry.It is the fundamentality for Chinese seed industry to develop rapidly and participate in international competition, Creating a good corporate image by improving the quality of seeds,after-sales service, and implementing brand strategy .It is also the fundamental security of the development of Chinese seed industry, to optimize the official management to seed industry, to regulate the responsibilities and functions of seed management organizations, to consummate seed management laws and regulations, to increase the operation of seed supervision regulations, to maintain fair completion in the seed market, on basis of seed market.
