With the growth of the population and the rapid development of the economic construction in the last decade in our country, the demands for land of all departments of national economy have been increasing continuously, and the contradiction between the people and land resource has become more and more sharp. Thus, it has already become the key task in this phase of the land management that how to rationally utilize and distribute the limited land resource, and how to compile scientific general land use planning. The land use planning is a complicated system project that involves a great deal of respects in such social economy as population, relevant policies, management system, ecological environment, etc, and in order to offer the basis to making the policies it requires that policymaker to carry on quantitative and dynamic analysis to every various kinds of consequences that policies and measures might produce in advance. Therefore, the research of the decision model can offer the support to compiling the land use planning, and make the land use planning decision be more scientific, more effective, and play the role of land management" tap " even more.Firstly, this paper summed up the relevant theories and some traditional decision models of the land use planning, then introduced the basic principles and steps of the layer analysis method and the hereditary algorithm in detail, and analyzed their own merits and shortages. Secondly, based on the two approaches, the design and solution of the AHP-GA model have been discussed, and the application of the model in the land use planning has been already analyzed and studied systematically with the example of land optimal allocation in Changchun city. Finally, it also described several kinds of forms and put forward systematic framework of AHP-GA model and GIS integration, which provide beneficial reference to the land use planning and the establishing of land use planning information system. In the end of this paper, we also discussed the development of AHP-GA model and the organic combination of AHP-GA model and the land use planning.
