Firstly, the thesis analyzes and explains the necessity and the feasibility of developing the cost consultation information service for the construction cost consultation organization. Secondly, the thesis will do the theoretical research on the establishment of the cost consultation information service system. In the establishment of the price information module, classified code structure of the material code will be set according to 5 levels and 12 codes. It will also be divided into big, middle and the minor sort, the name, the model and the specifications. In the construction of the project database module, the thesis has carried on the detailed decomposition to a construction cost report, mainly from the angle of construction cost analysis. When constructing the construction cost index module, the thesis has established the price index, the construction cost index and the construction price index which have more reference value, referring to the mature experience from overseas (for example Hong Kong area). The enterprise quota mainly measures the body for the middle or small construction enterprises based on the thought of "Code of valuation with bill quantity of construction works". The thesis proposes various indices codes for the enterprise quota according to the same encoding method of the "Code of valuation with bill quantity of construction works". The enterprise quota codes will be stipulated that 12 will be developed into 15. First 9 will be set according to code stipulation form. 10 to 12 will be established as a sub-item content by enterprises according to the work content, the constructionmethod, the material allocated proportion and so on of the various sub-item projects. 13 to 15 are the characteristic description. Then, the thesis elaborates how the information technology makes the technical support for the information service system. Finally, it expounds how the cost consultation organizations put the cost consultation information service system into use. In this thesis, the author wants to discuss how the cost consultation information service system promotes and the matter about membership.Because of the current opportunities and challenges, the construction cost consultation organizations should establish a set of cost information system which is suitable for the local places and even for the whole country, having the aid of information technology and their own superiority, and the cost consultation organization should utilize the system to provide advisory service for multitudinous construction enterprises, construction units and so on. Only in this way, can the cost consultation organizations improve their status in the field of construction, and at the same time may pursue the new growing points of profit. Such organizations are sue to become the good examples in the local or the national range, and surely become another "Levett and Bailey" in mainland China.
