Along with the economy integrity in the world wide quickly, the total trend of the world trades amount reports to rise year by year, and the total measure of the world ocean transportation trades also appears obviously rising accordingly. According to ocean transportation reports announced by UNCTAD, 90% of the world trade deal is accomplished through ocean transportation. Vessel is one of the very important transport tools by sea. Shipping enterprise can improve the abilities of its operation, benefit and competition by ship investment. The ship investment is the material basis of shipping constant operation and the important precondition of shipping enterprise. In this way, it has become the urgent fairs that shipping enterprise work over how to set down satisfying ship investment decision-making rightly through which method.With the development of decision technology, the decision-making method of ship investment faces challenge under the new situation. The traditional decision methods such as CF etc., which make the ship investment, are in terms of increasing the income mainly. But new methods consider such many kinds of factors as the ship market cycle, investment repayment, management environment and investment risk of shipping market varying constantly factors etc. It is impossible for the traditional mathematical optimum models to solve such a problem with so many uncertain factors. However often specialists obtain a satisfying ship investment plan by judging with experiences. But planning by experiences has no theory background and may be affected by some accidental factors such as the knowledge, the emotion and the experience of different specialists.In this text, the author plans to apply the AHP and Fuzzy mathematics to the ship investment. With a model concerning both mathematical calculation and human experience, this approach not only maintains both merits of themathematical optimum model and the specialist planning but also avoids the shortcomings of the two traditional approaches. AHP can systematically solve a planning problem concerning both quantitative and qualitative factors, and it can even deal with the problem with uncertain decision-making factors and indicate the attitudes and biases of multi-decision makers. And it can enhance the credibility of AHP in the application through the use of fuzzy comprehensive evaluation. In this text, the author tries to describe ship investment decision-making in a quantitive way and analyzes ship investment activity in a qualitative way through using AHP. Consequently, it can offer valuable references in theory that help shipping enterprise work out decision-making available.
