Externality has always been topics paid close attention to by economics. Among the subjects dealt with by external theory, the external phenomenon of the high-tech industry belongs to new question. In the light of the principles of western economics, industrial economics and regulatory economics, the writer ,starting with the traditional external theory ,explores into the positive external phenomenon of high-tech industry, i.e. technology spillover. From analysis, the author deems attention must be paid to the spillover of high-tech industry so as to achieve the upgrading the structure of the China's industry and continuous increases in China's economy. Based on the analysis of the externality of high-tech industry, the author points out the existence of the positive externality in the high-tech industry area might prevent high-tech industry from reaching the best state in scale and quantity. The essay puts forward a few suggests to stimulate the development of high-tech industry.There are a lot of works at home and broad about technology spillover of multinational corporations, but there are few particular studies of the externality of high-tech industry. It has been a hot topic among economic and industrial world how to improve China's traditional industry with high technology. However, few pay attention to the spillover effect of high-tech industry on traditional industry. The originality of this essay lies in its comprehensive and systematic exploration of the spillover effect of high-tech industry, its profound analysis of the major preventive factors in the process of spillover effect of high-tech industry on traditional industry. The author put forward a number of suggestions which might be helpful to benign cycle of China's present economy. Of course, the essay also deals with multinational corporations, the major components of high-tech industry.
