"Village-in-city" refers to a certain kind of community of non-agricultural inhabitants because of some municipal constructions' rapid growing , urban land rapid expanding and city-size's increasing expanding in some developed areas or cities since China's all-round reform and open to the outside, As a result, some villages and farmland surrounding the cities have been brought in the urban overall development-planning areas. Because the city's managerial system is relatively left behind and because the city's alteration and city's development are disequilibrium, the agricultural land has been left little. The non-agricultural inhabitants are gathering in that kind of community —village-in-city.Land expropriation and settlements of village-in-city is quite different from those of the ordinary ones. It is particularity due to its special geographic position. That is a complex task which is involved in our national economic development issues, the benefits of the inhabitants in the village-in-city , the social stability and so on. And it incarnates the right to the land, the benefit division and exchange among the nation, the land user, the collectivity of village-in-city and the inhabitants. How to solve the problem of land expropriation and settlements of village-in-city well is a puzzling problem facing the government. It's also a very important topic of the research of the public policy. The study of land expropriation and settlements of village-in-city will be very helpful to solve the problems about the benefits among the nation, the land users, the collectivity of village-in-city and the inhabitants about the land around the village-in-city. Taking the case of Shiqiao Town in Chongqing Gaoxing District as an example, we analyze the complication of these problems about land expropriation and settlements of village-in-city and then make a definite reform direction about the policy with applied sociology, property rights of land, ground-rent and land-value regarding the problems in land expropriation and settlements of village-in-city. So we produce a counter measure on how to solve the problems, on how to overcome the abuse, on how to handle the benefits-relationship of all interest groups and on how to guarantee that the process will be successful.In the foreword, firstly, according to the particularity about land expropriation and settlements of village-in-city, we produce the problems about it. Secondly, we expatiateon the meaning of this study .Thirdly, we briefly summarize and appraise the research trend which is concerned. At last we bring forward the contents and analysis framework of this study and the ways and the processes. The details are as following:1. With regard to the particularity of our country's land expropriation policy and land expropriation in village-in-city, in this section we have a historical review about our country's land expropriation policy. And a brief appraisal is based on it Finally, we analyze the specialty expropriation about village-in-city.2. With regard to the existing problems in land expropriation and settlements of village-in-city at present, in this section, we produce the problems such as employment, social security, gang fighting, squatter house and so on.3. With regard to the analysis on the main factors which are influential., we _ analyze the main factors from the following five aspects such as the inhabitants'dual-superiority, property right of land, the compensation of land expropriation, the compensation allocating-standard of and allocating-policy design of land expropriation.4. With regard to the counter measures on how to solve the problems about land expropriation and settlements of village-in-city, in (his section, we make a definite reform direction about the policy and provide some Pleasures on how to accelerate the constituting the policy of land-property rights, on how to equitably ascertain the compensation allocating-standard of land expropriation, on how to design many ways of compensation, on how to handle village's collectively owned property well, on how to magnetize housing-compensation, on how to do explol ling-compensation, on how to help the non-agricultural people find new jobs, and hew to establish the social security system for them.5.
