Study On The Problem Of Village Land Requisition Compensation In Changchun

With the development of China’s economy, it makes the urbanization greatly accelerated in China, which inevitably makes more and more land was expropriated in the city, however, many problems arise in the process of land expropriation in our country, including the land dispute, the re-employment of landless peasants and land expropriation compensation etc. It seriously damages the legitimate interests of the landless peasants, and makes the contradiction between the government agencies and the landless peasants become more and more prominent. So the study of rural land expropriation has the very strong practical significance. This paper was based on the actual situation of land expropriation compensation in Changchun, through the analysis of the status of rural land expropriation compensation, find out the current problems in the process of land acquisition. The results show that, the low land compensation standard is the main problem. Therefore, this paper based on the causes of these problems are analyzed, and finally put forward the suggestion and Countermeasures to solve the problems of land expropriation compensation, and put emphasis on establishing new standard of compensation for land comprehensive value based on the process of land expropriation compensation standard.The main content of this paper is divided into the following four parts: the first part mainly expounds the theoretical basis of rural land expropriation compensation, including property rights theory, land rent theory; the second part mainly analyzes the present situation of Changchun, the current land expropriation compensation, including the current implementation of the policy of land expropriation compensation, compensation scope, standard; the third part mainly analyzes the existing rural land expropriation compensation and analyzes its reason, the results show that, low compensation, compensation and compensation single mode of supervision system is not perfect are the main problems of Changchun; the fourth part mainly to put forward some suggestions to solve the problems of rural land expropriation compensation in Changchun, and established a comprehensive land compensation standard based on the value of the new standard, including the social and economic value, ecological value and security value of land. Finally, this paper hopes to truly solve the actual problem of land acquisition compensation, and guide the land acquisition compensation in Changchun, and earnestly safeguard the legitimate rights and interests of landless peasants.
