Study On The Post Evaluation Framework For Railway Construction Projects

It is vital to study its theory because the post evaluation for railway construction projects is a new field in china today. In this paper, the post evaluation system is to be as the analyzed object and its contents -implementation process, benefits, social impacts, environmental impacts and sustainable development are discussed. Flowing work is carried out mainly: (1) the post assessment contents involved in the implementation process of railway construction projects are discussed and the correspondent assessment indicator sets are set up; the three most important assessment aspects—schedule, cost and quality are assessed respectively in today's post evaluation for the implementation process. After analyzing the defects of this, the paper introduced the concept of Earned Value, then proposed the schedule-cost-quality overall assessment method to assess the implementation process of railway construction projects; (2) the post assessment contents involved in the benefits analysis of railway construction projects are discussed; after analyzing the defects of the Net Present Value (NPV) indicator, its amendatory arithmetic is made out, also a model that can measure the factors of the NPV indicator is proposed by further analyzing; (3) poverty, involuntary resettlement, gender equity, and minority nationality four major aspects of social impacts of railway construction projects are discussed. Then based on analyzing the situation of the GZSB railway project, a brief social impacts assessment is made; (4) the post assessment contents involved in the environment impacts of railway construction projects are discussed, after introducing the press-state-response framework model, the indicator sets are build up to assess the environmental impacts of the railway construction projects. Then based on this indicator set, a brief post assessment on electrization and speed-raising upgrade project for Zhe-Gan line is made; (5) based on analyzing the connotation of sustainable development, the assessment indicator sets and the assessment model for sustainable development of railway construction projects are build up; (6) after introducing theprinciples of success-degree assessment method, a overall success-degree assessment system for railway construction projects is build up for its general post evaluation.
