As the economic globalization progresses, the information technology develops and the market competition becomes increasingly severe, and the cases that enterprises became a success in market competition depending on a single aspect of competence almost won't turn up any more nowadays. On the contrary, the enterprises, which possess the integrated competitive power of brand, technology, talents, finance, scale and creation, have won the competition and obtained long-term competitive advantages. Therefore, modern enterprises have to attach importance to their balanced development and make great efforts to cultivate an integrated competitive power. To ensure that an enterprise would advance along the road of balanced development, it is necessary for the enterprise to establish a system of performance evaluation that supervises and leads the staff for set goals besides laying development strategies. Balance Score Card is an effective tool of strategy management that can help an enterprise establish art overall and balanced system of performance evaluation with strategies as its orientation and finally obtain long-term competitive advantages.Starting with the case that the Maintenance Center of Company Z introduced the project of Balance Score Card, the article places a focused study on the establishment of the system of performance index and the foundation of balanced development at the four aspects of finance, customers, flows and human resources starting with the strategies of a company in the process of establishing the system of performance evaluation by Balance Score Card. The article consists of 6 chapters in all. Chapter 1 is the introduction that mainly introduces the basic concepts of Balance Score Card, the meaning of introducing Balance Score Card as well as present theoretical development and actual application status of Balance Score Card home and abroad. In Chapter 2, the background information of the introduction of Balance Score Card in Company Z and the basic idea and methods of establishing the system of performance index by Balance Score Card are introduced as the main content. From Chapter 3, detailed statement is placed on the development process of the system of performance index at the four aspects offinance, customers, flows and human resources in Company Z. Key points of the statement are: which key performance indices should be paid attention to on the basis of set strategies? They influence overall performance of a company. What about the relation of these indices? How can the indices be uniformly measured?...
