With the shift from the industrial age to the information age, business are faced with new rules of competition and the need to respond quickly to changes in the marketplace. Increasingly, competitive success is being achieved by acquiring and leveraging intangible assets— skills, system, and values. Facing new competitive environment, many companies are finding that many management systems that worked well in the past are not effective in this new environment, in particular, the performance management system yesterday, designed to capture financial measures, do not provide timely clues as to the company's intangible assets which are critical for competitive success today and in the future. Therefore, knowledge economy and information age need new performance management method, particularly strategic performance management, which is warmly welcomed by companies and academics, because it can capture the key matters for competitive success and can adopt to the quickly changed competitive environment. In the three strategic performance management methods(MBO KPI BSC), BSC is better than the other two in nature. So making research for corporate performance management based on BSC has real meaning.This paper make further research on the corporate performance management based on BSC. The front part of this paper make a detail theory list for performance management, BSC and performance management based on BSC, the purpose is to put theory into reality after having a good understand of it, to build the performance management system based on BSC which is suit and effective for china's company. The middle part of this paper is the key part, which introduce how to build a performance management system based on BSC, in this part, author emphasis the critical places during building a performance management system based on BSC, such as how to select a good measure, how to design the target, how to decide the weight and so on, the purpose is to give some guide for companies when they design performance management system based on BSC. The last part of this paper introduce the Guangming' case which embodies the process and method of building a performance management system based on BSC successfully, the purpose is to give a good case for other companies to study.
