Study On The Management System Reform Of Pumped-Storage Power Station In China

The pumped-storage power station is a kind of special power station. It can not only regulate peak and valley load, but also has the functions of frequency and voltage regulation, backup and black start, which contributes a lot to the safe, stable and economical operation of power network.At present, with the development of social economy, the peak-valley gap is increasing greatly, and it is getting more and more difficult in load regulation. So it is urgently necessary to speed up the construction of the pumped-storage power station. However, as the power market reform is being deepened in china, the development of the pumped-storage power station is facing some new situation and problems. As a result, we should study and settle these problems, so as to stimulate its development and realize the safe and stable operation of power network.Based on the investigation and research and taking foreign situation into consideration, this paper makes analysis on major problems for the development of the pumped-storage power station in China, and presents policy suggestions for its management system reform from the 3 aspects of investment system, operation and management system and cost recovery system.
