Fighting for it is talent resource that fighting for unexpectedly among the enterprises after all. The development and fighting for the promotion of strength unexpectedly of Chinese enterprises, not only need a large number of scientific manpower, and project technician but also need higher theory and technology, talents of high skill with superb skill, consummate skill and unique skill stunt and must be large quantities. However, the state of high skill talents of Chinese enterprise is at present, the serious shortage of the overall quantity ; The senior skilled worker is relatively low in proportion, the structure of team is unreasonable; The skilled worker's grade of skill is on the low side, and technological quality demands urgently to improve; Talent's age composition of high skill is on the high side, the gaps between generations of technician , senior technician; The skilled worker flows the proportion rises year by year, skilled workers of state-owned enterprise have more loss,etc. All in all, people are affected by traditional culture and social conduct, the government puts into insufficiently training high skill talents, high vocational education lags behind in the social requisition for personnel training of the high skill, enterprises are not enough to personnel training dynamics of high skill, there is what the society has not formed to high skill talents relatively the incentive mechanism. For this reason, this essay uses the basic theories of human resources development, incentive mechanism, and high vocational education basic theories encouraging the theoretical foundation of such talents' tapping of the high skill as basic theories, taking the methods of historical study, investigations, comparative study, and theoretical research. This essay studies the high skill talents' tapping of Chinese enterprise, drawing the following countermeasure conclusion: l)The government has corresponding policy legal systems to support enterprise's high skill talents' tapping. (2)The high vocational universities and colleges should meet the needs of enterprise; accelerating the personnel training of the high skill. (3)Enterprises should pay attention to talents' development of the high skill by oneself.
