Study Of Application Of ISO/TS16949 In A German-invested Automotive Company

Since the official issue of ISO/TS16949:2002 in March 2002, it has become the common requirement of the automotive customers and the basis of doing business in this sector that the organization establishes effective quality management system according to this technical specification. Like widely implemented ISO9000 series, to establish successful quality system for automotive customer requires the organization deeply understands the requirement of TS16949:2002 which includes whole requirement of the ISO9000:2000 , considers the actual situation of products and operations, use the process approach to establish efficient and continuously-improvemented quality management system. Based on automotive quality management technical specification TS16949:2002, this article tries to find the difference between the actual status of Schaeffler China and requirements of the specification and possibility for improvement by introduction of the technical specification and analysis of detailed requirements and actual application of the four major parts in this specification-management responsibility, resources management, product realization, measurement, analysis and improvement in this company. The found difference are: Lack of important procedures such as competence training and awareness, concern handling, product design communication, purchasing information communication; procedure nonconforming to technical specification: system document control, quality records storage, measuring equipments management; Lack of some instructions for on-site such as handling procedure for on-site quality problems; other non-conforming in the existing quality system; training, motivation and punishment during quality system implementation. To improve the quality management system and make it conform to the requirement of ISO/TS16949:2002, the organization should take measures and implement them with respect of organization strategy, resources allocation, business process reorganization, and operation management and from the view of organization existing. This article put forward the detailed improvement program to solve above-found problems in a project management method.
