Modern enterprise management is being placed in dynamic operating environment, facing the austere challenge from inside and exterior environment changing. The original human resource management means of the enterprises can't satisfy the normal demand, so the enterprises request to have more flexibility for human resource management. The person becomes increasingly the core of the enterprise operation management, which provides the base for competence-based human resource management to exert positive function. This paper firstly summarized the domestic and international research to competence and competence model, based on the past research of the people, then definite afresh the concept and content of the competence and competence model. As the base of the human resource management activities, competence model is obviously different to the traditional job analysis, so the paper analyzed completely the competence model and job analysis. The approach of setting up competence model is more. The paper only introduces the approach of BEIs, the process of the approach and gives a detailed examples. The competence model has got the extensive application in various human resource management activities. This paper emphasized to discuss the application of competence model, that is the setting up work team. Firstly, using Behavioral event interviews (BEIs) method to set up competence model of different positions, then using fuzzy subjective and objective evaluation method to evaluate the competence of the position. The result can be the evidence of choosing person for every position. In this paper, emphasize to introduce the competence of project manager and evaluate the competence.
