Chinese economic development has entered into a new period since 2015. Automobile industry, as a traditional pillar industry of national economy, is stillunshakable and become an important power for realizing sustainable growth of economy. However, the gap between our country’s automobile industry and international advanced level is obvious and how to improve the core competence of Chinese automobile industry is always a significant topic.BPO (Business Process Outsourcing) is one of the important ways for promoting core capability of automobile enterprises. The main inscapes of core competence are innovative inspiration, management, manufacturing, corporate culture as well asstrategic management. On the one hand, automobile enterprises select BPO outsourcing to improve each element’s competitiveness; on the other hand, through the path of key elements, BPO promotes the formation of core business, cultivates core capability of enterprise and forms action mechanism of BPO on core competence.Based on the theory of core competence, this article established BPO evaluation index system of automobile enterprise that consists of five dimensions and three-hierarchy indicators. It confirmed the index balance of all levels through analytichierarchy process, built up mathematical model by using fuzzy comprehensive evaluation and conducted quantitative as well as qualitative analysis of BPO project’s core competence. The fifth chapter in this article empirically analyzed an automobile enterprise, elaborated causes of the evaluation result and verified the guidance as well as feasibility of evaluation model.Main conclusions:Firstly, the stronger the BPO is, the greater its effect on promoting the core competence of automobile enterprise will be, but not the decisive function. Secondly, BPO evaluation model has realistic guiding significance for automobile enterprise can make decision of promotion, optimizing, rectification, changing supplier or company self-produce on BPO outsourcing according to the data and points of comprehensive evaluation. Thirdly, put forward suggestions for cultivating BPO core competence; improve automobile enterprise’s management and control ability of BPO as well as deepen the degree of its function on the core competence of automobile enterprise.According to the differences of automobile enterprise’s core competence, it is not advisable to simply imitate or excessively depend on the subcontract mode of transnational automobile group. Under the background of "New Normalcy", the research direction in the future is, to explore a BPO theory system that is suitable for Chinese local automobile enterprise and new market as well as new mode of BPO.
