Competence of modern human resources management in the field of a very important concept and a wide range of applications, since the sixties and seventies of the last century has been proposed that human resources management by researchers and the general concern of business managers As a result of job performance and competence are closely related, an increasing number of enterprise managers as a solution to human resources management in staff recruitment, performance appraisal and training a range of issues such as promotion of effective tools.In this paper, the theory based on competence related to long-sea company's sales manager for the study of the long-sea company sales manager competence to carry out a comprehensive investigation and study, using the BEI method, supplemented by experts in the method of investigation on the long-sea Company Sales Manager Competency Model and the application of the model.The article first introduces the background and purpose, reviewed the concept of competence as well as the development of the Competency Model of some research methods. On the basis of the post of sales manager analysis, analysis of job functions, the recruitment of an analysis model to determine competence in the course of the construction method used and the associated output driver BEI method, as well as interviews with experts, combined with the company's actual Analysis of the Sales Manager of the company's existing capacity of the quality of the strengths and weaknesses of the structure, the establishment of a long sea-company Sales Manager Competency Model. Include: customer relationship management, team management, decision-making ability, innovation and improved performance of the company values, and market development capability. Finally, the model discussed in the recruitment, assessment, training, promotion and other aspects of human resource management application, and finally put forward the idea of further study.
