Human resources is one of the most creative "core" in organizations, and the level of human resources management is the key to enhancing the competitive competence of a corporation. Because competency model provides a tool and method that could combine all functions and services of human resources together, it has drawn many human resource investigators and professionals' attention. With the tendency of human resource development, this article discusses theoretically the competency model and its relative research on the theme of competency model and probes into the establishment of the competency model in state-owned enterprises and its application in human assessment.The structure and the main content of this article are as follows: the first chapter, introducing the origin and background of this topic selected, forming the research thoughts and the frame of this article; the second chapter, integrating the definition of competency, the main content of competency, the competency model and the theories related to the competency; the third chapter, taking the senior managers of Huainan Mining Group and its subordinates as a sample, using the interviews and questionnaires, applying SPSS statistical software, establishing the competency model of senior managers on the unique cultural background of the large state-owned coal enterprises, and explaining the competency factor; the fourth chapter, discussing the significance of establishing the competency model of senior managers, introducing the fuzzy comprehensive evaluation method according to the competency model, using the fuzzy comprehensive evaluation method to evaluate the senior managers' competency in coal enterprises; the fifth chapter, summarizing the whole article briefly and pointing out the direction of further study.The characteristic and innovation in this article: According to the senior managers' constitution and performances, analyzing the competency status of senior managers, using behavioral event interview method, factor analysis and SPSS date analysis software, establishing the senior managers' competency model in coal enterprises; using fuzzy evaluation method to solve problems of projects' grading and assessing in order to make the process and result of evaluation more objective and scientific. This article provides senior managers of the state-owned coal enterprises with some helpful suggestions, such as enhancing the competency, selection and appointment.
