Since the reform and opening up,China’s economic development has been stable and rapid,and the social system with Chinese characteristics and the strategic height of enterprises themselves have played an indispensable role in this environment.In enterprises,it is precisely some positions that guide enterprises to serve the policies of the Party and the state to promote their development and stability in this environment.They work according to the policy trends of social development and the development strategies of enterprises,guide the development of enterprises,and better integrate them into the great torrent of national and social development and progress.In China’s national conditions and development environment,this position plays a decisive role in the development of enterprises.At the same time,the research on the competence of the position is also an important part,after the construction of the competency model,it can effectively distinguish the difference between excellent employees and employees with mediocre performance,and play a positive role in promoting the selection and training of the position,so as to better grasp the development direction of the enterprise and provide greater impetus for the strategic goals and development of the enterprise.This thesis uses grounded theory to conduct qualitative research on the concept of "corporate policy guidance position",and constructs the theory through open fieldwork,interviews and data collection,and carries out open coding,selective coding and theoretical coding,so as to confirm its connotation and extension.On this basis,the competency model is constructed by using the behavioral event interview method and questionnaire survey.The results show that the constructed enterprise policy-guided post competency model includes the competency characteristics of excellent policy-guided positions and shared corporate policy-guided positions.Among them,the competent characteristics of excellent policy-guided positions are: decision-making ability,professionalism,political stance,overall concept,employee orientation,influence ability,training guidance,analytical thinking,and thought leadership.The competent characteristics of the common corporate policy guidance positions include organizational coordination,profit orientation,teamwork,information collection,team leadership,plan execution,achievement motivation,responsibility,interpersonal communication,integrity and integrity,professionalism,attention to detail,physical and mental quality,innovation ability,and communication ability.
