A Study On 'Joint Building-Joint Managing 'Mode Of State Key Labs

The plan of establishing the State Key Lab (SKL) in China was a foreseen strategy in fields of fundamental research in 1980s, one of the most important objectives of which was to exploring new systems and new mechanism adapting to development of fundamental research. In the late 20 years, SKL has made an great innovation, undertook the mode of "joint building-joint managing"and the mechanism of "opening,moving,uniting and competing", the mode has greatly contributed to solving the problems of the resources scattering in S&T field with the inferior repeat. SKL has also made a remarkable achievement. However, this mode also led to lots of problems because of its shortcomings. Thus, SKL is obviously prevented from being brought into full play. It is necessary to reform and perfect this mode to accomplish new systems and new mechanism that agrees with Chinese present conditions, SKL development regulations and international modes as well. Breaking through traditional limitation that researches are made just from one viewpoint or SKL itself, on the basis of well-understanding the establishment background ,purpose and key roles of SKL,according to the logical order of theoretic to practical,abstract to concrete,macroscopic to microscopic, making use of some theories related to management sciences,public economics and S&T management functions, This dissertation tries to launch all-round analyses and researches to the connotations, advantages and disadvantages of "joint building-joint managing"mode. Furthermore, with the aim to its problems , referring to the experience of SKL reform in developed countries such as the United State,England and France, This dissertation also raise some constructive reform suggestions. Urgently we should make great effort from the below : orientating research functions of SKL reasonably; perfecting the multi-channel funds collecting mechanism with government leading ; optimizing the rational structure of organization, keep a smooth relations among the management agencies; perfecting the assessment of SKL; reacting between dependent and relative independent, strengthening information construction of SKL , etc.
