Research On National Innovation System Operational Mechanism From The Perspective Of Value Philosophy

Since the industrial revolution,the progress of science and technology has made great progress in the development of various fields of the society while creating the splendid material civilization.Innovation ability is increasingly becoming an important embodiment of a country's comprehensive strength.The research on the national innovation system has been paid much attention by the academic circles,and many scholars have made remarkable achievements.But it is undeniable that most scholars focus on the economic value of innovation.With the continuous development of innovation theory and social practice,people found that the blind pursuit of the economic index caused a series of problems,such as resource waste,environmental damage,moral decline and social development imbalances.Although many countries including Chinese,are already aware of the double-edged sword effect of innovation,and put forward some solutions,few scholars from the perspective of value which is the most fundamental driving force of human behavior.However,human behavior is largely influenced by their values.Therefore,the study of the operation mechanism of national innovation system guided by values is of great significance in gathering strength of innovation and the harmonious development of Chinese society,which is supposed to have a better quality,higher efficiency and more optimized structure.First of all,employing the analytical induction method,this paper discusses the connotation,operation mechanism and functions of the national innovation system,expounds the concept of value and social value,and on this basis respectively from two aspects of individual and group analysis of the values of the behavior adjustment process.Secondly,this paper defines the value formation of innovation achievements from the four dimensions of economic value,cultural value,ecological environment value and social environment value from the view of value philosophy.Third,the paper analyzes the framework of the national innovation system from the following three aspects: the elements of the national innovation system,the functional modules and the interaction between the modules.Fourth,this paper analyzes the three steps of the value identification,the behavior choice and feedback of output module to carrier module in the national innovation system,further established the operation mechanism of the national innovation system with the aim of practicing the socialist core values.Research results show that only under the guidance of socialism core values and relevant policies as well as the innovation of mechanism,can the national innovation system operate well,achieve in-depth cooperation and develop toward the standards of the socialism core values both physically and spiritually.Finally,the article puts forward four problems to be studied and resolved in the future.
