The problemswith most enterprises lack of the core competitiveness, relatively imperfect innovationsupporting policy system, weak innovative services of the local government and low servicelevel of science and technology intermediary restricts the technology innovation capability ofHeilongjiang Province. Heilongjiang Province must accelerate the technological innovationsystem establishment to effectively guide and encourage the strengthening the technologyinnovation capacity, promote the adjustment of industrial structure and growth pattern, inorder to improve the technological innovation capacity in Heilongjiang Province. Accordingto it, based on the theories of the technological innovation, regional innovation, industrialeconomics, statistics, econometrics and so on, this paper builds the technology innovationsystem in the new age of Heilongjiang Province and makes the in-depth study on theimprovement and development of the technological innovation system in HeilongjiangProvince. The main content of the paper is as follows:Firstly, the paper summaries the research status of the technological innovation theoryand regional innovation system home abroad in order to make the decision on the researchdirection. By means of the connotation and characteristics of the regional innovation systemand the deep study on the situation of the economic development and technologicalinnovation, the paper summed up the problems of technological innovation in HeilongjiangProvince, with analysis on the causes.Secondly, the paper made the establishment of the technological innovation systemmodel in Heilongjiang Province.
