Along with the development of knowledge-based economy, high-tech enterprises gradually become important parts of social economy with new increase the point. Medium and small-sized civilian hi-tech enterprises have important effect in optimizing collocation of resources, absorbing labor force to employ, promote the technology to progress and technology result to industrialization by their special talented person and the advantage of competition, and become an important power to push the increase of national economy of our country.In the enterprise, the quality and quantity of human resource is important to determine to acquire the long-term advantage of competition in development of enterprise. So we can say the talented person is the key and foundation in enterprise. The competitive ability level of the high-tech enterprise primarily depend on research and developing stuff that is creative and have the better intelligence and better character. Therefore, the research and developing stuff occupies a strategic position in the high-tech enterprise. This is particularly outstanding in medium and small-sized civilian hi-tech enterprise. In the present stage, our country has already joined the WTO, and the competition of market environment inside which medium and small-sizedcivilian hi-tech enterprise is will be increasingly scorching. So it is more scorching to contest the talented person of research and developing. That is rigorously to medium and small-sized civilian hi-tech enterprise. Therefore, how to most possiblely leave research and developing stuff on and excite them by innovation of motivation mechanism, is the key problem for enterprises.Motivation mechanism is various. This paper is divided into the material motivation mechanism and spirit motivation mechanism from the contents of motivation mechanism, and by correlative analysis of theory and research of practice demonstration it sum up the disadvantage and suggestions of improvement of motivation mechanism in medium and small-sized civilian hi-tech enterprise.This paper is totally six parts.In preface, I analyzed important position of medium and small-sized civilian hi-tech enterprises in the national economy, and analyzed the meaning to improve motivation mechanism of research and developing stuff of medium and small-sized civilian hi-tech enterprises.In the second part, I described three kinds of motivational theory—content theory and process theory and behavior-reconstruction motivational theory and their respective and representative theory, and described definition and main factors and principle of design and attentive proceeding and necessity of motivation mechanism.In the third part of this paper, I described the definition and character of research and developing stuff. I contrasted the present condition of motivation mechanism in western enterprise with the present condition of motivation mechanism in Chinese enterprise. I analyzed basic principle which excitated research and developing stuff and character of motivation mechanism and widespread mode which excitated research and developing stuff in western enterprise andChinese enterprise.In the fourth part of this paper, I described the definition and character of medium and small-sized civilian hi-tech enterprise and discuss two motivation mechanism— material motivation mechanism and spirit motivation mechanism. I make use of economics and high mathematics and the hierarchy of needs theory to prove margin utility of material motivation gradually decrease, and described margin utility of spirit motivation gradually increase. Then I make use of questionnaire to totally analyzed the need's level of research and developing stuff of medium and small-sized civilian hi-tech enterprise. Again from the sex and age and educational background, I analyze the need's motivation of research and developing stuff.In the fifth part, I analyzed the disadvantage of motivation mechanism of research and developing stuff of medium and small-sized civilian hi-tech enterprise and why disadvantage exist. Then I studied the measure of improvement of motivation mechanism of research and developing stuff.In the conclusion of this paper, I think that is short of motivation mechanism to most possiblely excitated research and developing stuff in Chinese enterprises. It had to insist fair and exoteric principle, and take use of various methods to excitated research and developing stuff.
