With the ever-increasing fast speed of technology renovation, intensive market competition and individualized consumption tendency greatly shorten the product lifecycle, therefore, competition among enterprises gradually rest with competition in enterprise value and its core competence. Consequently, research and development (R&D) management renders to be the focus of corporation technological management. R&D That means R&D performance evaluation plays the key role in the R&D management. Since R&D capital investment in High-tech Enterprise accounts for a majority of proportion in its total operating cost, then successive, efficient, prompt and sustainable R&D core competence has grown out to be the lifeline of a company. Some research pointed out, the increasing investment in R&D really does not mean more efficient results. So, we must design out efficient management mechanism, or the resources investing in R&D will be in vain.A problem arises accordingly, that is, how to maintain highly efficient R&D activities in High-tech Enterprise? In view of the specificity of R&D activities as well as its lifecycle function, it has gained prominence within academic circle at home and abroad and business circle as well. How to measure, ensure and improve R&D performance now has become the theoretical front and hot issue attracting international attention in this field.The dissertation is divided into six parts, each part of abstracts as follows:The first part is theory-guided summary. It expatiated on the background of this research, including the research purpose and significance, as well as the object and basic contents. In the end we pointed out the innovation, which would be emphasized in this paper.The second part focused on theory-expatiated. After the basic presentation about the R&D, it focused on the theories of R&D performance evaluating and related school. Then it constructed the R&D performance evaluation system and elements that were included in the system. In the end, we applied these theories in the practice, and detailed applications.> The third part was theoretic exploration. Firstly, it straightforward analyzed the High-tech enterprises' status in R&D, in China. Secondly, it introduced the reasons that why the R&D level in Chinese's High-tech enterprises is not as good as the competitors in the world. Thirdly, it expatiated on the R&D performance methods, which played so significantly important role. Lastly, it gave out the methods that the High-tech enterprises use in China, and prospected the trend.> The fourth part put forward the system about R&D performance evaluating. It integrated the theories, which had been introduced former in this paper, then put forward the principle and ideology to frame the system. This framework innovated out the Green Index and made it be an important one. Then it gave the way to guarantee to realize the index. At last, it framed out the innovative system.> The fifth part was case study;it probed into Alcatel Shanghai Bell Co., Ltd. and detailed the R&D management. Since the company works hard for the Green Index in R&D performance evaluating, it has gotten many glories from both society and government.> The last part was summarization. It briefed this paper's innovation and weakness, and then it gave the wish to continue research.
