Comparison And Research On The National Innovation System Between China And Germany

When human puts her steps into 21st century, knowledge-economy, by producing knowledge and information, and also by spreading and using them, to play the most important part in the world economy. Following this, national innovation system spreads out quickly in OECD's numbers. It becomes a most way to analyze innovation success and effect, and to make new policy. All nations put more attention to the national innovation system and their innovation abilities. They realize that one nation's comprehensive ability and competing ability are the key factors to win during the fierce international economy fighting, but these abilities must include actual innovating ability of knowledge, technology and science-research.Firstly, I analyze Germany national innovation system. Germany NIS has strong and active key factors, and each factor has strong ability to dispose knowledge to help each other, which improves the development of the whole economy by innovating, using and spreading the information, biological, and new-high technology.Secondly, I make a thorough analyses on the common situation, development and existing problems of our NIS. During our common economy changing style period, the old NIS can't support the economy continuing, faster development. The reasons are Enterprise hasn't become the main body to innovate, the government's functions aren't clear enough, the manpower resource is weak, the relations among the key factors are not close enough, which make the old NIS doesn't work well.Lastly, basing on all the analyses and the basic theory about NIS, I design two models of Chinese NIS and put forward several political measures.
