After China participate in the international market competition by taking part inWTO, standardized management faces urgent task and challenge. After ISO9000 (quality), ISO14000 (environment) and OHSAS18000(occupational health and safety) management system standards are introduced toChina, upsurge that enterprises carry on system authentication raised.As the engineering project is a temporary task, how to implement themanagement system in engineering project management, how to merge and operate alot of management system standards is an important problem needed to be solved.This thesis studies how to set up and operate a merged management system ofthe engineering project, also studies and analyses appraising methods in implementingeffect of management system, in order to promote the management level of the projectThis thesis illustrates relevant knowledge about comprehensive managementsystem of EMS QMS, OHSMS of OHSMS, and recommend how to structure EMSQMS, OHSMS merger management system which is suitable for the project. On thebasis of the study above, this thesis studies and analyses appraising methods abouthow to implement performance effect models to appraise EMS, QMS, and OHSMSmerged management system. This thesis has done the following work especially. (1)After analyzing and researching the different characters of enterprises andprojects, necessity of implementing merged management system in engineeringproject is proved. (2)After carrying on comparative analysis to the standard file of three majormanagement systems, this thesis put forward the feasibility about merging threemanagement systems, and expounds the steps of establishing and operating frame ofthe management system. (3)On the basis of setting up performance evaluation index system of theproject, by using the Expenses --Performance appraising method and fuzzycomprehensive appraisal method it sets up a model and introduces its operationmethods.(4) It analyses and verifies the methods expounded in this thesis by a concreteinstance.
