This paper, a case study of Shunping County as a state-rated impoverishedcounty, analyzes its development phases and existing problems, and pointsout that Shunping County is roughly in the initial phase of urbanizationand industrialization. By using experiences of the development at homeand abroad for reference, this paper makes an analysis of the general lawsand the driving mechanism of urbanization, as well as its relation withindustrialization. The leading driving forces in the present urbanizationare the regional economic integration, innovation, and new & hi-techindustries relying on knowledge-intensive economy, all of which work ina combined way to give a new impetus to the urbanization and the regionalleap-forward development. To accelerate its urbanization at this phase,Shunping County must expedite its industrialization, and itsindustrialization remains the top priority in its future's efforts overa certain period of time. Its industrial options involve giving a majorsupport to agricultural-resources-based enterprises integratingagricultural production, processing and selling, as well as developingindustries with large market potentials, high added value, and lowpollution and low consumption of energy and water, to realize thesustainable development of the local economy, society and environment,and facilitate the industry and population concentration in towns inresponse to the requirement of building a harmonious society. The presentdevelopment phase of Shunping County determines that its urbanizationshould take the road of non-balanced harmonious development – to givepriority to developing intra-county areas with potential, concentrateefforts on developing the county seat and key towns in a mode ofcentralized urbanization, as well as improve the towns' functions andenvironment with an emphasis on the infrastructure and public servicefacilities. An emphasis should be placed on the improvement of the localinfrastructure to well serve the economic development. To achieve theharmonious economic and social development, the intra-county resourcesof water, land, minerals and environment should be utilized rationally.It is concluded that breakthroughs and innovations in the development inthe near future necessitate the below: transforming the developmentnotion;building the opportunity awareness and seizing opportunities;shifting from the innovation in preferential policies to the innovationin development environment;fostering new local leading industries anddistinctive industry clusters.
