Performance management, as the important component of the modern mechanism of human resource management, is devoted to linking the work of departments and staff and the strategic objective of organization together to promote and deal in the realization of the management objectives. As the core, the effective implementation of performance management offers the support for various fields wholly of human resource, such as developing, employing, training, promoting, salary and encouraging, etc. Its core is to promote the achievements level of the organizations and staff, enhance the core competitive ability and realize organization's overall strategic target through correctly appraising all performance levels of organizations, departments and staff achieved and properly encouraging those organizations and staff that obtained the different achievements. This is precisely a question which our country's commercial banks now urgently await to be solved.This article took this as a mean point, stood in the strategic altitude, took the elementary theory of performance management, the systematic analysis and elaboration of the methods as the foundation, combined the individual characteristics of Wuhan commercial bank, carried on thoroughly the analysis and the research to performance management implementation plan, the overall flow, the target system design and the working routine and so on and proposed the feasible plan for the comprehensive implementation.This article is elaborated in five parts:The first part mainly introduced the research background, content, goal and significance.The second part mainly introduced the elementary theory system of commercial bank's performance management and systematically analyzed and elaborated the definition, object, scope, goal, function, effect and content of performance management.The third part introduced the five main methods used in commercial bank's performance management with emphasis: MBO, 360-Degtee Feedback, EVA, KPI and BSC ,and particularly elaborated the definition, content, function and applicability of these five methods.The fourth part chose Wuhan commercial bank as the real diagnosis research object, based on comprehensive analysis of the present situation, proposed the performance management implementation plan and design the feasible plan, simultaneously put forward the implementation proposal.The fifth part drew the research conclusion of this article.
