This research theoretically bases the research hypothesis, by means of systematically sorting out document materials on influential factors of the talent flow. The questionnaire could survey the professionally technical workers' characteristics, behaviors, attitude, etc. in Beijing Xuanwu District. Questionnaire investigation inquired into and held the practical situation and relevant influential factors of professionally technical talent's flow will in Xuanwu District.The research built a flow function model to analyze the professionally technical talent's influential factors of flow will practically. The document summary revealed three factors, namely, society, organization and personal characteristics.This research did data analysis by SPSS. First of all, we analyzed the quantitative changing principles of three characteristic variables in respect of flow-willing-or-not logistic regression analysis, which analyzed whether organization, individual and society influenced the flow or not. Then we tested the factors, found out which factors did affect the flow will of professionally technical talent, separated them and eliminated the insignificant ones.Secondly, we analyzed group data of professionally technical talent who had flow will in research sample, using multivariate linear regression analysis, of which dependent variable was flow will strength. The research aimed to analyze which factors largely strengthened the professionally technical talent's flow will and which ones made a great degree of influence. The research utilized a kind of method that gradually brought the independent variables into regression equation. Some dependent variables, belonging to category ones, served as dummy variables to make the regression result with a positively explanative sense.Finally, on the base of theory of our predecessors, the research summed up and concluded, with the data results, the author put forward some opinions and inquired about the practical solutions. The results, in logistic regression analysis and multivariate linear regression analysis, tested the theoretical hypothesis, namely, that as three possibly influential factors, the individual, the organization and the society were not all actually influential ones. Considering that some factors didn't have significant effect, they couldn't make the indeed impacts on professionally technical talent's flow will.As the analytic results showed that, several factors, among independent variables, affected the professionally technical talent's flow will, they were Gender and the Educational Background, which belonging to the personal characteristics;the Degree of Satisfaction of Income, the Degree of Satisfaction of Training, Salary Gap, Expectant Income, the Talent Loss, which belonging to organizational characteristics;the Talent's Regional Environment and the Degree of Attention of the Talent, which belonging to social characteristics.Among these factors, there were eight passed the significance test on professionally technical talent's flow-will-or-not. They were Gender, the Degree of Satisfaction of Income, the Degree of Satisfaction of training, Salary Gap, Expectant Income, the Degree of the Talent Loss, the Talent's Regional Environment and the Degree of Attention of the Talent. When we tested the influential degree and orientation, several factors made on flow will strength, the Educational Background passed the significance test, but the Talent's Regional Environment and the Degree of Regional Attention of the Talent didn't. That is to say, these two factors just had affected the flow will, but didn't make impact on the flow will strength. Other factors all passed the significance tests, especially, Salary Gap and the Degree of Satisfaction of Income were main influential factors on professionally technical talent's flow will strength.
