The Study On The Establishment Of Social Relief System For Migrate Workers

From the beginning of reform and opening -up ,there is 120million migrant workers go into the city for work every year. The migrant workers not only contribute a lot for the economic construction of cities, but also contribute a lot for the urbanization.Until now, the social salvation system of the cities and rural areas have developed , but there is no social salvation system for migrant rural workers. However, their problem of unemployment, poverty and so on can't be neglected, and we need a social risk-shared system to guarantee the basic life of the migrant rural workers. That is social salvation for migrant rural workers.Though normative and empirical analyses, this paper systematically expounds such problems as the necessity and feasibility of building a social salvation system for migrant rural workers, the system models and the foreground of this system, etc.At the beginning, this paper analyze the necessity of building social salvation for migrant workers. From the analyzes of character of migrant rural workers, the paper says it is necessary to build the social salvation system for migrant rural workers because when they have risk of unemployment or illness, they can't rely on the people around they or social security system for migrant rural workers &rural residents or other system provided by the government. Meanwhile, building the social salvation system is to security the basic poverty of migrant rural workers and hush up the contradiction.What's more, this paper discusses the feasibility of building the salvation system of migrant rural workers from the status of financial and technique power etc.The paper then designs the frame of this system, and put forward the design of offering main body, financial fund, salvation object &standard, manage system, and then forecast the problem of the building progress, and then put forward the corresponding solution.At the end, the paper forecasts the foreground and the trend of the social salvation system for migrant rural fanners, and ensure it is sure to build this system and will exist for a long time. Obviously, this system is a transitional system, and will be an important join of the two-dimension social salvation system. With the development of city and economy, this system will surely syncretize into the uniform social salvation system.
